Unable to send email

For 2 days I have been unable to send email from either Windows Mail or
Windows Live Mail. I am using Vista. I have tried sending on two different
networks. This is the error message I get:
The connection to the server has failed. Subject 'Re: PANSIES - PLAN "B"',
Account: 'pop.east.cox.net', Server: 'smtp.east.cox.net', Protocol: SMTP,
Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Appreciate any help you can offer.

I am curious about your mention of "two different networks".
Can you elaborate on that?

The error message below is most likely due to an attempt to use the
Cox SMTP server while connected to a different ISP.
As a general rule, the owner of the SMTP server must be the same as
the one providing your Internet connection at that moment.

Are you sending from a laptop away from home?
