Can receive but no longer send emails

Windows mail worked fine until today. Getting the following error when
attempting to send.
The connection to the server has failed. Subject 'rrrrr', Account: 'Cox',
Server: 'smtp.east.cox.net', Protocol: SMTP, Port: 25, Secure(SSL): No,
Socket Error: 10060, Error Number: 0x800CCC0E

Triple checked account set up

Help??

Does your connection to that server cross over from one internet
provider's equipment to another's before it gets to the server? If so,
such connections to port 25 are often blocked to cause trouble for
spammers.

Also, you might want to check if cox.net has changed their setup
instructions or offers a connection to their outgoing server on a port
other than port 25:
