Unable to save pic file as jpg file

Recently when saving pictures to "My Pictures" I noticed
for some reason it
saves them as BITMAP only which takes up a large amount
of space on my hard
drive. It does not give me the option to use JPG (or
JPEG) as it did before.
How can I change this back to either JPG or JPEG?
I am running Windows XP home Ed. As recommand below, it
does not work and unable to located "Always Compress
Graphics dialog box" at Internet Option and also unable
to go to said web site. . Please guide some enlightment
to solve this problem. Thank.

(As recommend to go AOL :
1)Connect to the Internet through AOL, and then visit the
following AOL Web site:

2)Click My AOL.
3)On the Settings menu, click Preferences.
4)In the Preferences dialog box, click Internet Options
(WWW).
5)In the Internet Options dialog box, click to clear the
Always Compress Graphics dialog box.
6)Click to select the Never Compress Graphics dialog box.
Click Apply, and then click OK.)

More than likely...you need to empty your
Temporary Internet Files folder.
