Unable to run msconfig from Start-run

Suddenly, I am unable to run msconfig from the 'run'
function: it will appearon the desktop for a second, and
fade before any action can be taken. It does run in Safe
Mode. I have only installed the State version of Turrbo-
tax lately. Any suggestions?
