Unable to receive email - Outlook 2003

i am having trouble receiving emails. This started happening about a month
ago. I contacted my ISP (Charter) to confirm the POP3 server settings and
port numbers. In fact, I tried these same settings on my husband's laptop
(although he is running Outlook 2007) and it worked perfectly.

The error message I get is:
Task 'Charter - Receiving' reported error (0x8004210A) : 'The operation
timed out waiting for a response from the receiving (POP) server. If you
continue to receive this message, contact your server administrator or
Internet service provider (ISP).'

Charter of course refered me to Microsoft. Can you please suggest something?

I'm not sure if this is a related issue or not, but when I try to search in
Outlook Help, I get a message that says "Unable to connect to Microsoft
Office Online".

Not sure this will help, but if you have a service that provides you not
only an email address, but you store your mail on their server, you may have
to go to your webmail and delete a bunch if not all of it. Then try
downloading it to Outlook.

I have been logging in through their web interface since Outlook has not been
working for me. i have very few emails on the server. Thanks for the
suggestion though. I'm still stumped on this one!
