Outlook 2003 stopped sending email

My outlook stopped sending email. I have charter as a provider and they said
since I can send and receive email from the web that this is a microsoft
problem. It has always worked fine till recently and now receives but won't
send.

I goto to the E-mail account and hit test and get the following message:
"Send test e-mail message: The specified server was found, but there was no
response from the server. Please verify that the port and SSL information is
correct. To access these settings close this dialog, then click More
Settings and click on the Advanced tab."

I have verified my POP3 incoming server and SMTP outgoing mail server are
correct. No SSL encryption is being used or selected. The port numbers are
Incoming, 110 and Outgoing, 25. They are the defaults that have always
worked. Charter could not verify port numbers and were no help.

Any error messages when you try to send? Are you running an AntiVirus
application that's setup to scan your email?

This was also happening to me, yet when I reboot it works again for awhile.
I wrote here and was told it was a server issue, not an outlook issue.

It was not.
I finally got sick and tired of it and upgraded to Outlook 07 ,it hasn't
done it since.

Prior,it did it constantly, it would go into my 'outbox' and stay there, but
I could receive mail.
It was a problem with Outlook, but I have no idea what as no one could help,
convinced it was my server.

When send email it had a response about not being able to connect to an IP
address. xxx.xx.xxx.xxx:25. But, when I started up my computer this evening
it was able to send. Go figure because I changed nothing in outlook. I am
guessing it had something to do with Charter server. Anyway, I am using
AVAST antivirus software and it is connected to outlook cause I see it flash
when I launch my outlook application.

That's something you DON'T want, you should uninstall Avast! and do a custom
re-install without any email scanning features. Email scanning is
redundant, it does nothing but create problems where none exist, and your
system will be fully protected from email-borne malware by Avast's resident
file system scanner, provided you keep it up to date. If you elect to keep
the email scanner installed, expect it to cause you trouble. I use Avast!
and I had the email scanner installed until it crashed both itself and
Outlook one day.

I am having this exact same problem with 2007 and have not been able to find
a way to fix it! E-mails just sit in my outbox and never send. However,
once or twice a day they will send.
