Suddenly unable to Send or Receive from Outlook

I am running Windows XP Pro, and Outlook 2003 (11.8010.6568) SP2.

Immediately after recently allowing an automatic update to be installed and
rebooting my PC, Outlook stopped sending and receiving email from each of my
three pop3 email accounts and produces errors. The accounts are at ATT.net,
SBCGlobal.net, and Yahoo.com, and have all been working for years.

However, when I use the Control Panel Mail application to review the very
same Account settings, the "Test Account Settings" button there works just
fine, and even successfully sends-out the test email (which I confirmed using
the web interface to my email accounts).

When trying to Send/Receive from Outlook, the error returned is this:

Task 'AT&T - Receiving' reported error (0x80042108) : 'Outlook is unable to
connect to your incoming (POP3) e-mail server. If you continue to receive
this message, contact your server administrator or Internet service provider
(ISP).'

When trying the "Test Account Settings" from Outlook, the error messages are
these:

Log onto incoming mail server (POP3): Outlook could not connect to the
incoming mail server (POP3). The problem could be your SSL or port settings
for the incoming server. Verify your port and SSL settings under More
Settings on the Advanced tab.

Send test e-mail message: Outlook could not connect ot the outgoing mail
server (SMTP). The problem could be your SSL or port settings for the
outgoing server. Verify your port and SSL settings under More Settings on the
Advanced tab.

I've been fighting this for 2 days now, and tried many things, including
creating a new email profile, but nothing has worked yet.

In each case, the email profile always works from the Control Panel Mail
icon, and always fails from Outlook.

All other functions of Outlook work fine.

Can you PING your incoming and/or outgoing mail servers? In a Command Prompt
window type:
PING <server name>

Replace <server name> with the name of your incoming or outgoing mail
servers. See if your machine can even 'see' them.

Yes, I can ping the servers, and Control Panel Mail Test has always worked
(as indicated below).

After much additional testing, I have isolated my problem to the update
KB913807 - when I install this update, Outlook send/receive fails. When I
uninstall this update, Outlook send/receive works just fine. I have now
tested this twice, and the results are the same.

I would like to know why KB913807 causes me problems - I always keep my PC
updated with Automatic Update, and this is the first problem I have
encountered. Please advise - thanks!

I was able to connect Outlook to Hotmail by opening something and unblocking
Outlook.

Hey wayne, I have the same problem. I can not send or recieve emails with the
kb913807 patch installed. Uninstall it and everything goes back to normal.
Reinstall it no send or recieve possible. So for now it is uninstalled until
we get a fix. Just wanted to let you know you are not alone.

I found another contributor to the problem.

Although I have not run Zone Alarm for several months, it was still
installed on my computer.

When I uninstalled Zone Alarm (using Control Panel Add/Remove Programs), I
got better results, and KB913807 now runs without errors.

I suggest you remove any remnants of any firewall other than the one built
into XP, and try it again.

I do not like the idea of trusting the "Big Brother is watching you" MS XP
firewall. I think I will just stay with Zone Alarm Security Suite and leave
KB913807 patch uninstalled until MS figures out what is going on. Do not get
me wrong, I am greatful for your help, but if the patch has a conflict with
one of the most used firewalls out their, the testers need to go back to the
drawing board and start over.

With this same send/receive problem and error code, I wish to remove the
culprit, kb913807 patch. How do I remove this update?

You will find this item listed under Control Panel - Add or Remove Programs.
Simply remove it from there.

While Wayne is correct, you may have to check the box labeled "Show updates"
at the top of the Add or Remove Programs wizard in order to see it.

I just had this same Outlook problem after installing the latest
Windows XP update yesterday. I did not have the updated listed above
but this morning I did notice something strange. Norton Antivirus icons
disappeared from the bottom right icon tray and then reappeared after
about 20 seconds. I am not sure if this is normal Norton function to
check for updates or whatever, but I did click "send/receive" in
Outlook and it now works!

This Windows update could conflict with Norton and its' firewall. For
anybody else trying to fix this problem, I would disable Norton and try
Outlook to see if this is the problem.

I have Office 2003, Norton 2006, on a Windows XP Pro computer.
