can't send/receive email

i have been using outlook 2002 to retrieve and respond to my comcast
email before, but since thanksgiving i haven't been able to
send/receive email anymore. i have tried setting up a new email
account but it isn't working like before anymore.

this is the message that i keep getting when it sends/receives email:
Task 'mail.comcast.net - Sending and Receiving' reported error
(0x8004210A) : 'The operation timed out waiting for a response from
the receiving (POP) server. If you continue to receive this message,
contact your server administrator or Internet service provider (ISP).'

and then when i try the "test account settings" tab, i get these 2
error messages:

*send test e-mail message: the specified server was found, but there
was no response from the server. please verify that the port and SSL
information is correct. to access these setting close this dialog,
then click more setting and click on the advanced tab.
*log onto incoming mail server (pop3): the specified server was found,
but there was no response from the server. please verify that the port
and SSL information is correct. to access these settings close this
dialog, then click more settings and click on the advanced tab.

the server port numbers that i have are:
incoming server (pop3): 110
outgoing server (smtp): 25
server timeouts: 1 minute

please help! i appreciate all the assistance.

Disable e-mail scanning in your anti-virus program.
