Unable to properly open windows

Can somebody help me? I run Windows XP Home Edition. When I click on a link (or on an option in the pull down menue of the Inernet Explorer) the window pops up for tiny moment and then disapperas again, so that I can not run any options for example software de-installing

Hi John,

Close Internet Explorer and Outlook Express if either are open.

Start/run "regsvr32 urlmon.dll" (without the quotes)

Control panel/Internet options/programs tab, click on "reset all web
settings"

Reopen and retry the links in Internet Explorer and Outlook Express.
