Unable to open "Help and Support"

I am running WinXP Pro, SP1. When I select the Help and Support icon
on the start menu nothing happens. I have also tried opening "Help and
Support Center" from the help dropdown in Windows Explorer, nothing
happens when I try that either. What do I need to do to restore access
to Help and Support?

I tried both of your suggestions, and neither one solved the problem.
When I have Task Manager open as I attempt to start "Help and Support"
I see that both helpctr and helpsvc appear in the processes list.
Helpctr appears only brielfy and helpsvc shows for about 10 seconds
before disappearing.
