Unable to modify security options

I am trying to run Windows Updates on my Windows NT 4.0
server (SP6a). Each time I do so, an
error message appears...
Your current security settings prohibit running ActiveX
controls on this page. As a result, the page may not
display properly.

This prevents the page from being displayed and therefore
being able to do the updates. It brings me to notes on
how to fix this problem, indicating going Tools, Internet
Options, Security and then clicking Internet and the
Custom Level button. Well there's my problem. My Custom
Level button is disabled...for each of the zones. I can't
even add a site to the Trusted Sites.

Anyone else run into this. I really need to get this
server updated. So far I've downloaded each update
invidually and REALLY don't want to have to continue doing
that.

Go to Start | Run and type

regedit

and press <Enter>. Navigate to these two keys

HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control
Panel
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\Control
Panel

and delete SecChangeSettings in the right pane (or set it to 0).
