Unable to manually configure IP address after SP2

I have 2 network cards on my pc (1 on auto dhcp, 1 on
manual for local intranet).

After installing SP2, I am unable to configure the IP
address manually for my local intranet. The properties
button for Internet Protocol in the network card
properties is disabled. Moreover, it keeps prompting me to
install a protocol whenever I tried to click on the
Advance tab or to quit the properties window.

There are 2 protocols installed - Microsoft TCP/IP version
6, and Internet Protocol (TCP/IP). I cannot even
uncheck/uninstall any of these protocols and services.

Is this a bug in SP2? Or do I need to uninstall my network
cards completely and reinstall it, hoping that it will
solve the problem? Hopefully not!

Any suggestions or fixes? Thanks.

It certainly sounds like the LAN connection is messed up.

I'd try removing the LAN card in device manager, and re-booting.
Let windows re-detect it and re-create the connection.

See if that helps.
