Unable to logoff or restart computer.

Hi,

I use Windows XP with SP2 however I am unable to logoff or restart computer.
Whenever I try logoff or restart it dose nothing.
I am currently doing hard logoff or restart.. Means pressing ctrl+Alt+del
and select logoff with ctrl key pressed so that it kills all running process.
Is there any way to avoid hard logoff
