Unable to login to local domain - Domain not available

I am unable to login to local domain (marked as this
computer) on Windows 2003 Advanced Server SP3. I get
message: "The system cannot log you on now because the
domain is not available"

During the startup, before the login dialog, message
stating "One or more services could not start, see Event
Viewer for more details" appears.

Is there any way how to repair it without reinstalling
whole system? We are running the TS licencing service on
this computer and want to avoid reactivation of the TS CAL
licenses by reinstalling the computer.

I expect you meant Windows 2000 as Windows Server 2003 does NOT have any service
packs yet.

You can try an inplace update.
