You seem to be saying that local server is a DC.
Could you describe how the domain is organized logically? Is it running in
native mode and are their any sites configured to control replication and
login-server-by-subnet. Is a GC available at remote site?

The issue of logins accross the WAN is sometimes also caused by a user using
a home share/ roaming profile or other mapped drives configured accross the
WAN.

Once a user is prompted to change his password on the domain. The user must
contact offsite rootDC to complete the transaction but never resumes using
the local DC afterwards. Service packs 4 fixes this. At least it has so far.
