Unable to log you on because of an account restriction

I recently recieved a virus whilst browsing the web and i didnt notice, next
time i turned on my pc all my passwords have changed, i figured out what the
passwords are but when i got to log on every account on the pc is restricted.
I have tried booting in safe mode and the admin account is still restricted.
There are my own account with admin privilages, another account that has
limited privilages and the admin account. Each one has a blank password, ie
the the password box appears but i press return and it attempts to log in
which is then stopped by account restrictions

Never surf the internet with administrative privileges.

So is there any way to access the system when you are receiving this error on
all accounts? I understand the need to rebuild the system, but there are
files that I would like to get off of it before.
