unable to install usb devices

I am using xp pro 2002 on a 2 year old dell dimension 8300. I have been
attempting to install an mp3 player and was prompted for drivers it does not
have. After receiving help from manufacturer we decided the device was bad.
However yesterday I bought a new all in one scanner and am unable to install
it either. The message from the xp install new hardware wizard is code 28
but when I run the troubleshooter it shows as a USB problem. Unable to
correct this by using the solutions on the manufacturer(HP) website. I am
pulling out what little hair I have left

you need to folow the company instructions on how to install the new
software. some new hardware(printers) need to install first the
software(disc) and when the instructions prompts, you need then conect the
hardware. other kind of hardware needs to install the hardware first to the
computer and when the windows wizard appear and ask you for the disk you
installed the software.
make sure that the cable of the printer is plug correctly, you firewall
doesn't block the port.
