Unable to Install New Software

I recently upgraded to WIN XP Pro from Win 98SE. I'm
trying to install Paperport 9 (Win XP compatible)scanning
software but I keep getting the error "Failed to install
printer driver. Please Make sure you have Administrator
privileges." I'm the only user on my computer and have
been unable to install under my account or as
Administrator.

I've tried installing with the compatability feature
without any luck. I've tried using the Managament COnsole
(MMC) with out any luck. There's got to be a simpler way
to reslove this. Comments?
