Unable to get past windows logon

I see that there are similar posts. When I start my computer I get as far as
the logon screen. When I logon all get is my desktop theme with no icons,
only a cursor. I have tried all sorts of things and my system is unable to
run system restore at the command prompt. However, when I go to Task Manager
no applications are running a few processes and cpu is 0. When I try to
start a new task I have all my programs but when I select it I get the Not
Responding message.
I got a email with a youtube or something like that yesterday and that is
when I noticed the computer freezing up when I tried to close it as well, all
I get is the desktop theme picture.

are there any other users on your computer you could log in with? Sounds
like you have a corrupted profile.
Also have you tried starting up in safe mode? That migh let you into your
system as well.

to log into safe mode press the F8 key as your system is restarting until
you get an alternate windows boot up message, select safe mode and see if
you can login then.

Thanks I have already tried that earlier as well going to safe mode with
command prompt. I think I got some sort of virus despite everything they
still sneak through. At this point I will try to get my data onto my
portable hard drive because my cd died of old age. Luckily I have another
computer.
