unable to delete icon from desktop

winXPPro: the system will not allow an icon which was copied to the desktop
from outlook express to be deleted.
dialogue appears:

'error deleting file or folder - cannot delete file: cannot read from source
file or disk.'

am able to copy the same file from outlook express and delete

when trying to open the file dialogue appears:

'cannot find 'file:///c:/documents%20and%20settings/ etc.' '

file has no extension

Restart in Safe mode (when BIOS screen turns black hit F8 and choose
that option) and then go to Start > Run and type "cmd" without the
quotes. There type

cd desktop
del filen_name

and see whether you can delete it.
