Unable to create a disk-based web at "<location removed>" because its parent web would not be a disk

Im running XP Pro and FP2003. My server is Win2K Advanced server with IIS 5
installed. I have installed the FP extensions.

I know that the server is set up correctly, as I write a simple Hello World
program in ASP and then call it from an HTML page, it works fine.

The issue surfaces when I try to create a new web site using FP. I get an
error message that says

Unable to create a disk-based web at "\<location removed>" because its
parent web would not be a disk-based web

I don't have a clue what that means. I did a Google search and got several
hits, but none of them made sense nor gave me a solution.

The target web site is a virtual web site located on the server's E drive.
The E drive is a RAID array of 3 SCSI drives. The O/S and IIS are on the C
drive.

Amy thoughts would be appreciated

Well, I don't think about Amy much anymore... new girlfriend and all
that

But seriously... I've had significant issues with virtual web on IIS,
FrontPage, and permissions. IIS permissions are now an accumulated
nightmare that even MS can't help you with.

Here's a test: Try adding "Everyone" with FULL control to the disks
and folders that are involved and then doing it remotely. Leave the
other priv's in place so you don't mess things up... just temporarily
add "everyone". If it works, you have narrowed it to a file priv
problem and you can move to the next step in the permission
nightmare. If not, you have likely eliminated that as an issue.

Under IIS, you must create your web site and then apply the extensions before you can open the web
in FP.
