Unable to clear DNS cache ( or look at it either )

When I use the command prompt command "ipconfig /flushdns" I get an error
message "Cannot flush the DNS resolver cache - the program failed during
execution"

It it important to flush this cache and how do I fix this problem??

Any suggestions would be welcome and thankful
