Unable to change display

I changed my laptop display res from 1400X 1050 to 800 X 600 and now am
unable change the icons because they are too big. When I go change the
display settings, I am unable to click "apply". Is there another way to fix
this?

Hit your enter key. That is the same as pressing the OK button with
your mouse.
