Unable to burn Dvd or CD

Running a duel boot, 98se and Xp HE sp2. Was able to burn both. Powe
outage corrupted hal.dll. So I did a fresh install of XP w/sp. Now
cant burn to Dvd and Cd. Using Nero, Alcohol, Clone Dvd. Have th
update for Nero and still no luck. I can boot to 98 and burn n
problem. When I open My Computer in XP and it shows the Dvd driv
icon as a Dvdr when its empty and when I put a dvd in it says cd-rom
Settings are set to record in properties. Did a clean uninstall o
nero and reinstall, all it does is lock up. Did uninstall of the Dv
drive and cd-rom, reboot and let XP reinstall everything. Still n
luck. Any help would be greatly appreciated
