unable to boot after attempting XP reinstall

I am (was) running XP on a Dell Dimension 4550 desktop. After having major
issues with my device manager that were unresolvable, I attempted to
reinstall XP.

The reinstall failed, and I am now stuck in a perpetual cycle of failed boot
attempts and failed install attempts. I am unable to even boot to DOS from a
disk at this point.

I have attempted every possible boot option.

If at all possible, I really want to maintain the files I've currently got
on the hard drive, but I'm getting desperate.

The error is a blue screen stating 'A problem has been detected and windows
has been shut down to prevent damage to your computer' Stop: 0x0000007B
(0xf7ac0640, 0xc0000034, 0x00000000, 0x00000000)

If you have access to another system with a CD burner, you can at least
attempt to save your files via network shares or some sort of external drive
using something like the Ultimate Boot CD..

Burn it, boot the broken machine with it, use it to activate network
connections and/or connect up an external device and copy your files off the
NTFS (likely) formatted drive(s).

Possibilities:
Once you do that - are you using the Dell XP CD that shipped with the
system? Do you have a SATA hard drive - did you at some point add that
drive? Do you have the diskette for the drivers for said SATA controller
from Dell and are you pressing F6 during the install and pointing it to
those drivers?

If you are unable to boot from a DOS boot disk then you have
a problem with your hardware or with your BIOS.

To save your important files, install your hard disk as a slave
disk in some other WinXP/2000 PC, then copy the files to
a suitable medium.

When you're convinced that you've saved them, return the
disk to its usual home and reboot the machine with your WinXP
PC. Allow the disk to be formatted when prompted, then install
WinXP.

When you have fully resolved your problems, consider the iron
rule of computing: All important files must be backed up to an
independent medium every week. Many people chose to ignore
this rule until they suffer a major disaster.
