Sorry if this is thew rong newsgroup I can't seem to find one specifically
for my query but...Can someone direct me to an online tutorial that tells
you how to construct an
email mailing list using Outlook Express?

I would try at:

microsoft.public.outlook.general

There is no specific newsgroup for outlook express but the idea should be the
same on all MS products.
