This is a BIOS issue.. go into BIOS setup as your computer starts, and look
for the setting 'PWR Button delay' or similar..

If this is an older computer, check the following:
In Control Panel, open Power Options.
Look for an APM tab.
On the APM page, put a check mark in the box next to "Enable
Advanced Power Management support".
Hit the OK button.

Good luck

to the people that replied i want to give my thanks.
i apologise if my message seemed abrupt or rude,
and i'm sorry that i didn't ask properly or say please in the original
request.
the only excuse i can offer is that i have lost all my backed up files and
i'm a bit annoyed with the whole computer at the moment.
so again i offer my apologies for my rudeness and my thanks for your help.
i have gone into the control panel and followed your suggestions.
i will see how it goes when i shut it down.
if i have no luck there i will try out the bios option when i restart it
tomorrow.
again i thank you both for your guidance.

The four second delay on the power button is a safeguard which you should
really keep.. it saves from accidentally turning off the computer, and also
stops prying little hands (if you have kids) from crashing out the
computer..

Re. losing your backup files.. where did you put them?.. backups (saves) are
best put on CD and kept away from the computer but in a safe place, the
location of which you can remember.. :-)

Copy that. I have a 4-year old. Safeguards are my friends.

One day I came home from work and heard a little voice saying "Dad, there
was a problem with the computer so I downloaded some software and I fixed
it."

I always set the power button for the 4 sec delay, and I do the same to all
computers that come through me for repair.. haven't had too many calls
complaining that the computer doesn't switch off any more.. :-)

However, some computer case manufacturers still insist on placing the reset
button adjacent to the power button.. my wife's case has two buttons, both
exactly the same size, neither one of them recessed, so easy to power off or
reset accidentally.. at least with the 4 sec delay, she has only a 50%
chance of f%$king it up.. :-) .. fortunately, she leaves it powered up
24/7..
