TS through VPN or direct Internet connection?

For low bandwidth links (for example three or four clients share
Internet connection of 64Kbps or 128Kbps) what is better:

1) Let clients connect to remote TS through VPN
2) Let clients connect to remote TS directly through Internet?

I know that this question is not directly related to TS itself
but to network/comuunication, but maybe someone has some experience...

When you use VPN, there is a slight overhead
that will cause performance to be slightly less than
not using VPN.

The fastest connection will be the direct route.

The secure route is to use VPN
(although RDP alone is supposed to be secure).
