TS Licensing status 0x1391

Can't find this anywhere on m...com. We're trying to
unscramble TS cals that were intially placed on the wrong
servers by putting up two new servers.
At the point duting the 'add license' wizard where it goes
off to the internet we get a status 0x1391.

Anybody any clue what this means?
