TS License Server - Workgroup Install?

We have a SQL Server and a Terminal Server that need to be in a Standalone
Workgroup.

My Experience with the Terminal Server License Server is on a Domain and it
is not on the same server as the Terminal Servers.

I would guess that if I'm on a workgroup the TS License Server needs to be
on the same server as the Terminal Server?

Any Info would be appreciated.
