Terminal Server Licensing Issue?

Having a difficult time activating TS licenses for a couple of our
servers that have expired, and not quite sure where to go from here.
Neither of the two servers have the Terminal Server Licensing app
installed on them, but a different server does.

Microsoft documentation says that in the Terminal Server Licensing ,
click ALL SERVERS. and follow the activation wizard. So I went to the
one server ton our network that does have the Terminal Server Licensing
on it, I tried clicking on ALL SERVERS but get an error mesasge saying
that "No Terminal Server License Server" is available in the current
domain or workgroup". Then get a message saying "Windows cannot connect
to a licensing server"

I'm relatively new here and don't know how the guy before me had this
set up. All I know is that two servers have expired. I don't see any
license servers anywhere on the network. Could it be that he
registered(or licensed) the servers in a different way?

Any ideas how I can get these servers activated?

I don't know much about this either, but one of our other Network Admins
stated that the License Server must be a Domain Controller.
