Not issuing new licenses on w2k3 terminal servers

Yesterday morning, I installed licenses and license servers on both of my
A-D doman controllers 'win2003'. However, I am still getting this message
when users log into TS. "Application popup: Terminal Services Warning :
Your terminal services temporary client license will expire in 5 days...."
I notice that all of the temporary licenses are "device" licenses. I
installed all "user" licenses Both servers show 25 licenses available and 0
used with one server showing 33 temporary licenses. Also, they both show
"Activated".

Do I need to reboot my Terminal Servers or DC's? If I stop and restart my
Terminal Server Service, will all users be dropped and they will have to log
back in or will they be temporarily disconnected and re-joined
automatically? What about open files and programs .. will they close
automatically (crash)?

Is the Terminal Server (not the Licensing Server!) set to use "Per
User" licensing? The default is "Per Device".
You can check this from Administrative Tools - Terminal Services
Configuration - Server Settings - Licensing Mode
If it's set to Per Device mode, it will look for a Device TS CAL
and will not issue your Per User TS CALs.

Check this article, it explains that even after you have
switched licensing mode on the TS, your Per User TS CAL count will
not be decremented:
