Trying to use MMC to access a domain controller

I am trying to access a new server installed at on of our other offices to
add users. However when I add the local users and groups snap in for the
server I get the following error.

"The computer SERVER01 is a domain controller. The snap-in cannot be used
on a domain controller. Domain accounts are managed with the Active
Directory Users and Computers snap-in"

How is it possible to add this snap-in as it doesn't appear on my list?

Search for adminpack.msi on the W2000 cd rom and install
it, you'll then find Active directory users and computers
console in administrative tools menu.
