Trying to install an Active-x add on

Win XP Home
There is an add for downloading coupons from the online addition of the NY
Post newspaper

When I try to download the usual bar with the blue shield near the top of
the browser indicating that an active-x is trying to load does not appear
and the add on does not load.

Obviously I want to load the add on.

What do I need to check that is blocking this ?

I normally right click in the area where the blue sheild is at and select
Install Active-X component.
