trying to follow microsoft instructions..

You have XP Home edition, so you would NOT need local policy tweaks.

Please begin from the start. What is the basic problem at issue? Provide details.

I can't install Fax services. When I tried to install it originally it said
that I was missing files (each time I would try to install it would say a
different file) and pointing to the file on hard drive or CD was of no help.
Finally I would hit cancel when the message came up to skip the file and
it completed installation but with no fax services installed. And now when I
try to install it goes through without any messages but doesn't install
anything. If I do a system restore (about a month back) I can redo the
install with a repeat of the original problem.

I found a web page which described my problem and it gave a link to

was experiencing, but the link on that page for the solution is for Windows
2000.
 
Did this pc (ever / before) have Fax service installed? You have the XP setup CD? does it also have service pack 2?

Go to the services management console & see if Fax service is enabled.

Go to Start, then run, then type in

services.msc <Enter-key>

then scroll down the screen, looking for "Fax". Does it's startup type show as "Automatic" ?

For the date when you last attempted to install Fax service, look at the entries in the XP Event log.
See what Event Viewer has in it's log. Select Start button/ select Run , then type in

eventvwr.msc<enter>

-- or Go to Control Panel / Performance and Maintenance/Administrative Tools >Event Viewer.

Review the sections and look for Errors or Warnings.
Double click---the information "may" give a clue.

NB. I'm hoping you have a fax modem already installed that is hardware-compatible with XP !
