Trying to access server via IP address, not domain name

Hope I can explain this without sounding too dumb.

I'm trying to help my sister with designing her new site, currently residing
on her neighbor's server. I go to the site via IE, "edit with Microsoft
Frontpage" but can only open a read-only copy and cannot get into live site.
I have login info but cannot get that far. Publish command is greyed-out.
Can only save or save-as. I saved copy locally.

Tried Open Site comman through FP2003 but of course prompts to look in NN
for site. Can't create new Network Place either.

I have created and maintain 4 websites and have never had this problem.
Could it have anything to do with fact that I am trying to set up remote site
using IP address instead of domain? When I imported site folders, created
new web locally and try to publish to remote I get errors:

Unable to open http://38.100.66.23
1. The web server may not have FrontPage Server Extensions installed
2. The web server may be temporarily out of service
3. If you are connecting through a proxy server, the proxy settings may be
incorrect
4. An error may have occurred in the web server.

Site administrator hosts 200+ sites, savvy man, checked server health,
extensions, etc etc but can't figure out why I can't get in or publish live
or remotely.

I can't find the thread right this moment but whoever created the FPCleaner
program and posted download link here has my undying devotion and admiration.
Worked like a charm and now I can access server no problem. Thank you!!!!!
