trouble with ati x1650xt video card in new system

I have put together a new system and I cannot get the video card to
work. Please offer suggestions. The specs are: abit an9 32x am2
nvidia nforce 590 sli, ati x1650xt 256mb 128bit pci-e, corsair mem 2gb
(2 x 1gb) 240 pin ddr2 pc2 6400c4, antec neopower 650 ps. all from
newegg. The system boot originally stopped at code 2d on 7 seg led on
mb (initialize double-byte language font(optional), and put info on
screen display including award title, cpu type, cpu speed full screen
logo.) according to the manual. I flashed the bios and now system
boots all the way to code ff (boot attemp int 19h) but all black
screen. I never see the post or anything. I put my old pci card in
and the rest of the system works fine. I rma'd the vid card and the
mb with the same results. I have tried the mb on the "bench," with no
case connections, with no peripherals and all same results. I am using
a sony sdm-hs94p display with a dvi-d single link connector and
cable. The ati card has the female dvi-i dual link connector. My
cable fits, and the monitor recognizes the dvi-d cable is connected,
but just goes to powersave and is all black the whole time. The
monitor analog video conn works fine. I don't have another digital
source to check the digital conn on the monitor. The monitor is about
2 yrs old and I never used the digital vid conn. One thing I have
noticed about the mb is the atx4p1 power conn which is for aux pwr
source for devices added on pci-e slots has an led. This led is lit
when ps switch is on, but when power button is pressed, the led goes
out. The voltage checks ok +12v on yellow and +5v on red. The ati
does not have ext pwr conn. I don't understand. I've done everything
write? I've built several systems. Ati said rma vid card, then abit
said rma mb. Now after both I don't know what to do. Can anyone help
please?

Reading this post it's kind of unclear where you are now. Your new m/b and
X1650 Pro generated fatal error messages on first boot. After making it boot
and run normally with a PCI video card, you reisntalled the X1650 and it
failed to boot with BIOS error codes again. So you reflashed the BIOS. Then
you RMA's both the video card and the m/b. So now you've had them both
replaced and it still does the same thing? Two brand new boards and cards?

Yes. I'm sorry for the long post, but basically you got it. In the
hours since I posted, I tried another power supply, but I still get
the black screen with the ati card. If I put the ati card in the
secondary pci-e slot I found I do get text on the screen saying single
pci-e card in the secondary slot, remove and install in the primary.
The screen is frozen at this point and will not continue. This is in
the case of either ps. So, I believe this proves out my dvi input to
my monitor. Thanks for responding. Any suggestions?

I'd suggest trying the DVI to D-sub dongle on the ATI card in the primary
slot and connecting the standadard D-Sub cable to the D-Sub connector on
your LCD monitor. See if that gives any output first before you assume your
DVI out is dead.

First of One

I think you should unplug that 4x1 molex connector just above the PCIe
slots. If the Abit board works like Asus boards, that connector should only
be needed if your had an older PSU with a 20-pin ATX connector rather than
the 24-pin variety. One way or the other, the X1650 doesn't draw enough
juice to require it.
