Trouble sending mail from outlook

I have been trying to send email from Outlook 2003 but my email is going
directly to the Drafts folder and not to the mail recipient. any ideas?

You do have an email account set up in Outlook?
 
What happens when you use the Test Mail settings?
Accessed from Tools>E-Mail Accounts>View or Change>(next)> (change)>Test
