Tried to Use X13-3877 Update But Have Error

I am trying to update the machine that is used to create XP Embedded
Masters for my company.
I installed SP 2 and was successful with that, but I downloaded
X13-3877.img and renamed it to iso and burned a CD as stated in the blog.
When I run
WINDOWSXPEMBEDDED_SP2\X86\ENU\WINDOWSXPESP2-OCTOBER2006-x86-ENU.EXE
I get the following Dialog Box entitled QFE Installer -- Installation
Completed
The text in the box reads "A new platform object needs to be installed
before this update can be installed. Please download the latest
platform update from <http://www.microsoft.com/embedded> and install it
before attempting to install this QFE.

Setup cannot continue.

My question is what do i need to install ?
Where can I find out what I need to install ?
