Fresh XPE re-installation woes....

I was tasked with putting the XPE development environment on a stand-
alone XP PC.

I have never installed XPE from scratch before, as I inherited a
computer with everything
already installed on it. I had installed many updates, QFEs, SP2 and
FP2007, but never
a fresh installation. As you can guess, I'm having problems.

I install the Windows XP Embedded stuff from the first CD (The box
says Version 2002)
and all goes well. I then install the other disc that it came in the
box (February 2002
Component Update). Again, no problems. On it were:

Q313450
Q313675
Q314147
Q315000
Q316059
Q317618
Q318202
Q318203

I then went through my CDs/DVDs (from when I started working with XPE)
and
found the oldest updates CD that I could find and it was labeled June
2006
X12-69606. From this CD, I installed:
KB911280
KB914389
KB916281
KB917344
KB917953
KB918439

I then found the next oldest disc labeled Comprehensive updated from
07/25/2006
and was able to install:
EWF.msi
KB867282
KB873333
KB885250
KB887472
KB888113
KB888302
KB890047
KB890175
KB891781
KB914388
KB917159
KB917537

Unfortunately, that's all on this CD that I was able to install. When
I tried
installing: NPD[1].1-KB886904-X86_sp2.exe,
Q842930_xpe_sp2_x86_enu.exe
or any of the other Q*.exe files or WindowsXPESP2*.exe files, I got
the
dreaded "A new platform object needs to be installed before this
update
can be installed" error.

I did a search and everyone says to install QFE Q811279 when you see
that
error. Well, when I try to install Q811279, I get the same error.
Odd, eh?
I get the same error trying to install almost anything else, including
XPE
QFE X12-11855 and XPE QFE X12-63801, as well as the SP2 updates or
FP2007.

The only thing I can think of, is that I need to install SP1, but I
do
not seem to have install discs for that, and I cannot find it
available
for download. We are not running the demo version and we've bought
many
license stickers, but I do not seem to have a login to the "OEM
Embedded
Site" at https://ece.partners.extranet.microsoft.com/ece

Our MSDN person also does not seem to have access there.

Can anyone tell me how to complete my installation, so I can have
a standalone, XPE SP2 equipped development machine?
