Transfer of license

I am wondering if any one can tell me Microsofts policy
on transfering a license from an old machine to a new
one. And what needs to be done to accomplish this. Thank
you to everyone
 
If it is not an OEM version, and you uninsall it from the other machine you
should be able to transfer it to a new one.

just change it over to the other machine.

Provided that it is a retail copy, and not one of the OEM ones sold with
hardware, you may transfer it. One main reason for OEM copies being
cheaper is that they are licensed solely to the machine where initially
installed. Just delete from the old machine (eg format the disk) and
install on the new. When it comes to activation, you may find it will
go through on the net anyway - if more than 120 days since you last did
it certainly will. If not, you will have to phone a toll-free number
that will be given, to explain and swap one long number for another to
check back as you type it in

Assuming a retail license (OEM licenses are not transferable),
simply remove WinXP from the computer it is currently on, and install
it onto the new one. If it's been more than 120 days since you last
activated that specific Product Key, you'll most likely be able to
activate via the Internet without problem. If it's been less, you
might have to make a 5 minute phone call.
