Tracking changes

An issue regarding the display of tracked changes has
come up in our organization. How do we ensure that --
after a document has been circulated among staff and
numerous changes have been made -- the balloons showing
the tracked changes are not available under any
circumstances to the final recipient of the document?
It's not enough to turn off the "final showing markup"
switch before sending out the document. We must be
completely certain that none of the changes can be viewed
by a third party under any conditions. Suggestions?

Andy, go through the document and accept (or reject) the changes. Once
accepted or rejected, a change is no longer visible.
