Tracked Changes Balloons not displaying

For some reason I can't get tracked changes or comments to display as
balloons. They come up in the Reviewing Pane, but I can't get them to appear
in balloons. I have checked the TC options - which are still set to Use
Balloons - Always. Any advice here much appreciated - this is driving me up
the wall...

Balloons only appear in Print Layout view and Web Layout view. Could it bet
hat you are in Normal view?
