Track Changes Hover balloon

We have several users that the Track Changes Hover balloon does not work for
them. When editing docs with track changes whenever the cursor hovers on
changed text there is a balloon that pops up and states the authors name. We
have machines where this balloon does not pop up. Sometimes if you look
really close it looks like it is there for a flash but it disappears right
away.

How can I make it so that this hover balloon is visible again? What can be
causing this behavior? It is on more than on machine but not all of them so
I am thinking it is some sort of setting.

Any help would be appreciated.

I have the same question on my machine. Not sure that the problem occurs on
all documents but I have it now as I try to compile 3 contradictory edits
from clients. I DO have screen tips ON. ("Screen tips is such an unfortunate
misleading name for this feature, but even after I tracked it down and
verified that they are ON, it's not working.)
