track changes

Why does the track changes toolbar with the reply with changes button appear
on some of our Word files went sent via Email? This only happens occasionaly.

Word 2003?

I don't know why this happens. I had a document like this earlier this week.
I discovered that if I made a tiny change (eg spacebar, then backspace),
then turn off the Reviewing toolbar, and then save, the problem goes away.
Or, if I did File > Save As and save it under a new name, the problem goes
away.
