Track Changes appearing unexpectedly

I have several documents that have 'hidden tracked changes' appearing when a
formatting change is made even though final showing markup is already
selected and track changes are not turned on. ??? The history/steps are as
follows:
1. original document created with custom template in Word 2000 (with custom
bullet#1 style)
2. changes made in Word XP and/or Word 2003
3. document sent to editor. Editor opens document in Word 2000 - (at this
point I believe some of the bullets are not readily appearing) - however the
user applies the custom template, turns off track changes, sets the bullet
style to normal then re-applies the custom bullet#1 style)
4. sent back to Word XP/2003 user - accepts all changes - nothing visible -
looks OK and is saved on Word 2000 server (compiled in a custom application)
5a. If compiled document is printed from Word 2000 workstation - OK
5b. If compiled document is printed from Word XP/2003 workstation - tracked
changes are suddenly appearing - change is "Formatted: Bullets and Numbering"
and the author is the Editor (who used Word 2000)
5c. If document is opened in Word XP/2003 - looks OK - have to go to a
bullet#1 style - change it to normal - then changes appear (even though track
changes is not turned on and the Final with Markup was already showing).
Then you can accept all changes as long as the changes have appeared - resave
and you are OK. But if you try to accept all changes before they appear - it
doesn't know the changes are there.

Any help someone could give me in trying to decipher this would be greatly
appreciated. And I could send a sample page if that would help.

I am having this exact same problem -- seems as though it started for
me only in the last few days...could this have been something that was
changed in a Windows Update?
