Word 2003 Track Change Issue

I received a Word 2003 document to review that has tracked changes. I can't
accept/reject any of those changes and "Track Changes" is grayed out. I
presume this means that the document is password protected but the sender
doesn't know the password. Is there a workaround for this?

It's possible that a password has not been set, but merely that protection
has been applied. Choose Tools - Protect Document. If the Stop Protection
button is available, try clicking it, and see if it prompts for a password.
If not, then you're home free.

per orginal post - sender claims there not to have set a password. Any way
around this?
