Markup still shows in "Final" copy with track changes tools

My boss is working on a document, which he and a partner have been revising.
He is ready to accept changes, but when he tries to "accept all" or tries to
go to the "next" markup, he gets the message that there are no comments or
tracked changes. When he changes the view to "final" or "original" nothing
changes. It still shows all the markups. When he clicks inside the markup
to try to individually accept that change, it doesn't give the accept/reject
tools.

It seems there is nothing he can do to get rid of the markup text.

He's using MS Word 2003, Windows XP Pro.

Any clues as to what's wrong?

Clearly, the "markup" was not made with Word's Track Changes feature. It may
have been inserted manually in some way (by formatting text), or it may be
that some other markup method such as DeltaView has been used.
