Tools Programs Immediately Quit

In my Windows XP Pro, various tools programs like tasklist.exe, quit in
about 1 millisecond after starting from the Start Run. However, if I use
the Cmd window, all is fine.
I have spent hours seeking a solution, any suggestions would be most
appreciated.

Do you mean taskman.exe, which you can get if you press control-alt-delete?
This can be a symptom of various viruses or worms, like Sasser. Regedit
will also be closed immediately.

These monitor the system for specific apps that can be used to stop the
worm, and are promptly closed.

Restart in Safe Mode and run msconfig to get into either msconfig or regedit
to shut off the worm loader (and identify the file location).

Restart in regular mode and run an up-to-date virus removal tool. If you
have this one, others are probably present.

I've had good results with Trend Micro's online scanner:

Thanks for your prompt reply,
I am using current versions of Ad-aware and Norton anti virus. I have run
sfc /scannow successfully from the command window. But most of the
command-line programs will not run from Start Run window. Or I should say,
they close or quit immediately.
Windows Task Manager runs fine from Ctrl-Alt-Del, Regedit runs fine from
Start Run window.
Same thing in Safe Mode.
