tools freeze up

can't delete cookies or temp files on internet options, everything freezes
up. how can i delete these items without going through tools. Is it possible?
 
Start, Programs, Accessories, System Tools, Disk Cleanup, select your drive
and check off what you want to 'clean.'
Heirloom, old and don't understand the
'freeze'
